Only when in conjunction with the Shakti ( the maya with the twofold functions of Avarana - veiling the real, and Vikshepa - showing the unreal, not independently however of the Brahman, which is Shiva) would Shiva (the auspicious undefiled bliss, the Brahman which is the supreme existence, consciousness, and bliss, and becomes Ishvara when amalgamated with the maya) acquire the power to create, sustain, and destroy the elements, ether, etc. and the variants evolved out of them as also to become one with them. Otherwise, the Deva becomes incapable even of stirring.

While so, how dares one who has not purified his mind by the accumulation of virtuous deeds through many a previous incarnation has not studied intensively the Upanishadic lore and attained self-realization through the grace of his Guru, and thereby been enabled to comprehend your real nature by the removal of the cobwebs of illusion, which ensnare even the great, either to salute or to extol you.

Who were Lomaharshana and Ugrasrava? How were they related?

Lomaharshana and Ugrasrava are both Purana narrators. Ugrasrava also narrated the Mahabharata. Both of them belonged to the Suta caste. Ugrasrava was son of Lomaharshana.

The theory of error

The theory of error, or Akhyati ('nondiscrimination'), was proposed by Prabhakara, a philosopher of the Purva Mimamsa school in the 7th or 8th century CE. This theory explains why people make errors in judgment, such as mistaking the silvery shine of a seashell for a piece of silver. According to Prabhakara, the error arises from the inability to sharply distinguish between two true judgments: 'that object is silvery' and 'silver is silvery.' While both statements are correct on their own, the mistake occurs when the mind combines them into the false judgment, 'that object is silver.' The issue lies not with perception (pratyaksha) or memory, which provide accurate inputs, but with the mind's failure to consider alternative judgments critically.
